A firm protested two Air Force contract awards for support services, contending that the Air Force: (1) improperly imposed a requirement that was not stated in the solicitation; (2) unreasonably evaluated its bid in terms of its proposed personnel experience; and (3) made an unreasonable cost/technical tradeoff decision.
